As long as you have permission from players, that's fine! The Heart will essentially be fighting to keep the player characters from exploring too deeply into it, so the deeper that Merlin tries to explore (whether physically or through his clairvoyance), the more it will try to use the concept of fear to keep him away. How you interpret this in terms of how effective his powers will be is up to you.
