If a character were to believe that the Internet was accessible, it would be possible to load a webpage if they were familiar with it. However, things like search engines are dependent on the individual's memories; you can't Google what you don't know, so any attempt to search for unknown information would result in an infinite browser load. The same logic applies for phone service, and characters will be able to call/text each other if they have exchanged numbers and believe that it will function as normal.
